Minutes of the Ashwater Parish Council Meeting Wednesday 14 May 2008

1. Apologies for Absence

2. Declaration of Interest of any Agenda Items and Approval of the Minutes of the Last Meeting

Approved, proposed LL, seconded MG.

2.3 - The recycling pavilion has been removed.
6.5 - The road closure has been deferred until July 2008.
6.9 - Section 137 is connected with grant match funding.

BB went to the appeal but has not been advised of the result, she has put her name down to receive a copy of the outcome.

4. Footpaths

4.1 Walks and Footpaths Guide
Ivan Buxton has produced a revised version of the guide, some of the P3 money will be used to print the guide.
4.2 The grant for the current financial year is £680.
4.3 EB has received a map to put on the notice board, which he would to like reduce in size.
4.4 EB has tried continuously to contact Tim Freeman by telephone regarding the rubble in Muckworthy without success, but will now try to email him. He has driven passed, the rubble has been removed but there is still a stack.

5. Finance

LL has now completed the Audit Form and got Angela Gerry to check it.
End of the financial year balance £4,392.72, income (including Precept and P3 money £4,537.47, expenses £3,696.16 (Clerk’s wages £1,075 not included).
LL said that he would write a letter explaining why the figures vary each year.
The form now has to be independently audited, proposed MG, seconded EB.

The invoice was passed to MG for payment from the account that has been set up for printing the newsletter.
MG reported that she had received an anonymous donation for £100 and that N Devon Voluntary Drivers Association were going to pay £25 per month to advertise for 6 months. The newsletter is therefore financed now for one year. Ivan Buxton is going to take over editing the newsletter when Peter Capron moves away.
5.4 Hire of Village Hall for meetings – £84 – proposed EB, seconded PJ. 5.5 CPRE Membership - £27.00

6. Correspondence / Communications

6.1 Meetings Attended - Holsworthy Area Advisory Committee
14.04.08 - BB and MG attended a long meeting in a very small, hot and crowded room. There was concern about the site of Holsworthy market as it is very small and inadequate, however if it is closed down it would have a major impact on the town and the market might go to Cornwall therefore Holsworthy will have to do something. TDC does not know what amount to set aside for free bus travel. IT work is being undertaken with NDDC in order to reduce costs. The officers at the meeting were open about what they are doing.
6.2 June Meeting
BB had spoken to Tom Dixon from Ruby Country who has agreed to attend the meeting and will arrive at 7.00 pm. BB compiled a list of representatives from organisations in Ashwater to invite and work with SM to send out invitations. TM was asked to get 12 bottles of wine (6 white/6 red), and a selection of fruit juices from Mole Valley on sale or return, plus 50 glasses. Fruit juice will be purchased from a supermarket and MG will provide snacks.
6.3 Parish Plan
TM/MG/BB had met and produced a list of headings in line with a copy of another parish plan. This will be emailed to councillors.
6.4 Code of Conduct Forms
SM has now received all the completed forms.
6.5 Highways in Ashwater
BB asked councillors to advise her of any roads in Ashwater that need attention. So far there is Sandrymoor Cross to the A388, Bendibus Hill to Moorcombe Cross, Muckworthy Lane, and the bottom end of village green (south side). The drains in Long Lane are blocked and flood the house at the end of the lane when it rains.
6.6 One Stop Bus Stop
At short notice the bus visited the Village Green on Wednesday 23 April, TDC contacted BB but it was too late to change the day - as it was on Market day it was considered that it was not well supported. Next year TDC will change the day.
6.7 Devon Boundary Committee Meeting Tuesday 20 May. 7.00 – 9.00 Holsworthy Memorial Hall
BB will be attending.
6.8 Ashwater Village Hall
TDC has advised that it is not able to provide any funding at the moment. However if the lottery bit is successful they would have to find money.
6.9 Vacancies for Parish Representatives on TDC’s Standards Committee
BB has applied.
6.10 Licensing Act 2003

6.11 Land Registry - Voluntary First Registration of Title
MG is custodian of the green on the common, for the bus stop (which the parish council owns), TDC need to be contacted to see where the registration documents are.
6.12 LCR July Opinion PieceCouncillors were asked to advise SM of any ideas. One comment was why are planning applications forwarded to the parish council’s for their opinion and approval, when on some occasions they are ignored.
6.13 Playground Equipment Inspections

6.14 The Way Ahead - The future of Health and Social Care in Devon
BB went to a talk by the head of the PCT. He was talking about the return to cottage hospital and the intention is for health and social care to work more closely together.

BB was listening to a programme on the radio which gave an example where say 50 properties got together they could find ways of saving energy as a group. SM will do some research for the next meeting.

It was noted that people place items on the notice board but do not remove them when they are out of date, a note will be put in the newsletter. It was also mentioned that the notice board is for local events only and businesses can be advertised in the newsletter at a very competitive rate.
6.33 Details had been received of a chairman’s course (cost £48)
BB felt that it was a lot of money as she is only going to be chair for one more year. It was suggested that TM the vice chairman could attend, however, TM did not have sufficient time at present.
6.34 LL requested that the clerk’s salary be placed on the agenda for the June meeting.
6.35 The Result of Ashwater’s Lottery Bid
Will be known on 22 May.

The next meeting will be on Wednesday 11 June 2008 and the Annual Parish meeting will also be held.
