Minutes of the Ashwater Parish Council Meeting Wednesday 11 June 2008

Parish Council Meeting - 6.30 pm

Present: Betty Batt, Pete Jennings, Eric Burnill, Fiona Bull, Mary Gliddon, Lawrence Langston, Steve Furse, Trevor Moon, Sheila Myers (Clerk)

1. Apologies for Absence

2. Declaration of Interest of any Agenda Items and Approval of the Minutes of the Last Meeting

SM advised that the date was omitted from the May minutes.
The minutes were then approved, proposed LL, seconded FB and then signed by BB.
BB advised the meeting that Adrian Littlejohns had resigned as parish councillor due to personal reasons and moving from Ashwater. The matter will be carried forward to the next meeting.

3. Planning

3.1 Copse View, Ashwater
Recommended, proposed EB, seconded TM
3.2 Clawford Vineyard and Fisheries
The matter has been going on for some considerable time and the parish council need to be aware that when notice comes in, that further action will need to be taken i.e. need to produce proof of conditions of approval.
3.3 11 The Barton, Ashwater
Recommended, proposed PJ, seconded SF
3.4 Bonsai Nursery
BB read a letter that planning permission had been refused. A letter will be written to TDC to establish the next step and action dates.
3.5 Burchill Cottage
Recommended, proposed FB, seconded EB

4. Footpaths

EB has put a map of Ashwater on the village notice board.
He has spoken to Tim Freeman regarding Footpath 3 and Tim Freeman has written to the owner of the property to offer a stile/gate which the parish council can pay for out of P3 funds.
Ivan Buxton will print 25 copies of each of the leaflets that he has produced (Parish Walks Guide No 1 and No 2) and EB said that the cost will be met out of P3 funds.

5. Finance

5.1
LL reported that he has paid the insurance premium and this includes insurance on the war memorial. The total for the year is £370.
5.2
He has submitted a VAT repayment and advised the meeting that if councillors make any payments on behalf of the parish council that they should get invoices to show "on behalf of the parish council" so that VAT can be claimed back.
5.3 Clerk’s salary
LL had checked and suggested that the clerk’s salary should be raised to £110 per month, proposed EB, seconded TM.
He also said that the clerk’s salary is due and that a cheque should be paid, proposed EB, seconded PJ.

6. Correspondence / Communications

6.1 Meetings Attended - Boundary Meeting 20 May 2008
Geoffrey Cox MP re Post Office closure - 6 June 2008
6.2 Ashwater Parish Hall
The lottery bid has been successful, however, there is still a shortfall.
The Community Council of Devon said that they would match fund any money received from TDC. However, TDC have stated that they do not have any funds available at present. It was suggested that a letter be written to TDC again to ask for funding.
As the Annual Parish Meeting was due to start the following items will be carried forward to the next meeting.
6.3 Post Office Closure
6.4 Parish Plan
6.5 Road Closure
An application has been made to close the road from Tower Hill House to Dubbs Cross on Monday 7 July 2008. This closure is to enable South West Highways to carry out Major Drainage works. The work should be completed by 17 July 2008. As the matter was not discussed at the meeting SM has copied the details to be placed on the notice board.

The meeting closed at 7.30 pm.
The next meeting will be on Wednesday 9 July 2008.
