PARISH COUNCIL MEETING - 7.30 pm

1. Apologies forAbsence

2. Declaration of Interest of any Agenda items and approval of the minutes of the last meeting

No declarations of interest were recorded.
The minutes of the previous meeting were approved and signed by TM. Proposed PJ, seconded SF.

3. Planning

3.1 Wind Turbines at Dunsland Cross
SM said that the deadline for comments on the proposal had been extended to the 30 January 2009 and that various additional email addresses had been supplied. SM had posted two letters, one objecting to the erection of a mast and the other objecting to the proposal of four windturbines. SM also emailed copies of the letters to Planning Support, Maria Bailey and Gill Makin at TDC.
3.2 Elm Cottage, Cross Lane
SM had emailed Nigel Marshall in this respect, but he is out of the office until 16 February 2009. If he does not reply to her email, she will contact him again before the next meeting.
3.3 Cherry Tree Cottage
A planning application has been received to build a shower room extension to outbuilding - approved - proposed AB, seconded PM.
3.4 East Down
A planning application had been received to erect a pig breeding shed on the site - approved - proposed PM, seconded AB.

4. Footpaths

EB had sent an email advising that there was nothing to report on footpaths since the last meeting.

5. Finance

5.1
Edward Gliddon has requested settlement of the account for the hire of the parish hall for meetings held during 2008. It is estimated to be £84.00. LL will confirm at the next meeting. Approved, proposed PJ, seconded SF.
There is £1,956.23 in the parish council bank account.

6. Correspondence / Communications

6.1 Meetings Attended
Holsworthy Area Advisory Group - AB/EB attended the meeting. Councillor Morrish from TDC was there and the subject of how to conduct yourselves was discussed, there was also mention of the proposed travellers camp at Pyworthy which is considered to be totally unsafe, and a discussion about beavers. Parish Plan Drop In Surgery - BB went along to the surgery.
6.2 Dog Fouling Bins
SM had received a call from Michael Crocker who is based in Holsworthy. The council can supply bins at a cost of £85 each (plus VAT). They will install them and empty weekly. The only cost would be the initial purchase.
It was suggested that EB should contact Michael Crocker and liaise with him with regards to where the bins should be placed.
6.3 Ashwater Primary School - Community Governor
A letter has been received from the school governors’ asking if any of the parish councillors would be willing to become a community school governor. The meetings are now being held on a Wednesday afternoons from 1.00 pm to 3.30 pm and there are normally 3 meetings per term. Nobody at the meeting felt that they would be able to commit themselves to this position. It was decided to approach BB, MG and EB to see if they would be able to undertake the role. As soon as SM has had a response from them, she will contact the school.
6.4 Digital Switchover
Notices have been placed on the village notice board.
6.5 Casual Vacancies on DAPC County Committee
Nobody from the parish council are available to join the committee. Again SM will contact BB, MG and EB.
6.6 Public Consultation for Admission Arrangements for schools and colleges in Devon 2010-2011
As above.
6.7 Strategic Housing Land Availability Assessment
Noted.
6.8 A Senior Council for Devon
A copy of the document will be requested.
6.9 Open Spaces Society – Lost Commons
AB has taken the information to read.
6.10 NALC Legal Briefing
Passed to LL
6.11 2009 Royal Garden Party
Noted.
6.12 Spring Training Events for Community Buildings
Not applicable at the moment.
6.13 Road Safety Compliance Consultation
Not applicable.
6.14 DAPC Training
Noted.
6.15 Small Green Steps Award 2009
Passed to LL.
6.16 Commons Act 2006
Noted.
6.17 County Emergency Planning Service
Passed to LL.
6.18 TDC’s Credit Crunch Forum

6.19 Boundary Committee Decision
The deadline date has been changed from 13 February to 15 July 2009. 6.20 New councillor’s Course

6.21 Remembrance Day Parades
Passed to SF.
6.22
Ruby Country are holding an Art Expo on Holsworthy Memorial Hall on 20/21/22 February 2009.

MG had advised SM that Eric Moon had mentioned about flooding outside Barry Thomas’ home. After discussion, it was decided that the recent amount of rain had caused a lot of flooding to the area and that this does not seem to be an ongoing problem at the moment, should the problem continue the parish council will look into it again.

LL mentioned that it was the time of year that tenders should be requested for cutting the grass on the village green on the same lines as last year i.e. approximately 15 cuts, strim and the cuttings taken away. The contractor should have their public liability insurance and be able to give a copy to the parish council. SM would place the tender request in the newsletter.

The facilities at Ashwater post office have changed. SM to contact Barry Thomas to see if he would like the parish council the place details in the newsletter.

The meeting closed at 8.30 pm.
The next meeting will be on Wednesday 11 March 2009.
