PARISH COUNCIL MEETING - 7.30 pm

1. Apologies for Absence
- Betty Batt, Mary Gliddon, Eric Burnill, Alex Beynon, Sheila Myers (clerk) - Steve Furse noted the minutes of the meeting.
2. Declaration of Interest of any Agenda items and approval of the minutes of the last meeting
- No declarations of interest were recorded.
The minutes of the previous meeting were approved and signed by TM. Proposed ...., seconded .....
3. Planning

- Cherry Tree Cottage - Withdrawn

- No objections - proposed SF, seconded PM.
- 3.3 Orchard Hen Farm - General Purpose Agricultural Building
- No objections - proposed PM, seconded LL.
4. Footpaths
- 4.1
- A cheque for £280.00 has been received from Devon County Council.
5. Finance
- 5.1
- An invoice has been received for the website for £9.20. A cheque was paid to H North for the amount, proposed PJ, seconded PM.
- 5.2
- LL was handed a cheque for £280.00 (for footpaths from DCC)
- 5.3
- An invoice has been received for £40.25 from DTGS (for the swing inspection), and a cheque paid, proposed SF, seconded PJ.
- 5.4 Review of clerk’s salary
- It was recommended to raise the clerk’s salary from £110.00 per month to £130.00 per month, proposed LL, seconded SF.
- 5.5
- On next month’s agenda, finance arrangements need to be reviewed as LL will be standing down from this responsibility.
There is £1,124.97 in the bank account.
The audit of the accounts will be on 16 June 2009.
6. Correspondence / Communications
- 6.1 Meetings Attended
- None
- 6.2 See Hear Centre
- A poster has been placed on the village notice board.
- 6.3 Parish Plan
- In hand.
- 6.4 Annual Parish Meeting
- BP has confirmed that the Chief Executive Officer, John van de Laarschot will be able to attend as the speaker.
The date of the APM to be the Wednesday 10 June 2009.
The next parish council meeting on Wednesday 13 May 2009 will include the AGM. - 6.5 Sure Start Centre, Holsworthy
- An invitation to the opening on the 24 April 2009 was handed to PM.
- 6.6
- The report on beavers was handed to PM.
- 6.7
- EB has not yet pursued the matter of dog fouling bins, this item will be carried forward to the next meeting.
- 6.8 Swing Inspection on Village Green
- All OK apart from the safety surface. LL, PM and PJ will inspect and report.
- 6.9 Section 76 of LG and PIH Act 2007
- TM read the correspondence to the meeting and handed it to LL who will email back to Cara Stobart at DAPC.
- 6.10 Invitation to DCC event
- An invitation received to the Commons Act 2006 was handed to PM to pass on to AB.
- 6.11 Financing and Sustaining Growth Seminar will be held on 13 May 2009
- Nobody able to attend.
- 6.12 Boundary Committee Consultation
- Handed to LL.
- 6.13
- A letter written to the Highways Department from Rosemary Timney was read out about the section of the A338 between Blagdon Cross and Larkworthy Farm. The letter states that the road surface is terrible even though attempts have been made to repair the pot holes.
It was requested that SM should write to Devon Highways asking them to ring PJ (01409 211212) regarding renewing the Ashwater sign between Viza Cross and Longlands Cross. PJ would be explain exactly where the signs were missing. Whilst writing the letter SM should mention the pot holes in the roads between Cross Lanes to Quoditch and from Longlands Cross to Cross Lanes.
The meeting closed at 8.45 p.m.
The next meeting will be on Wednesday 13 May 2009. The AGM will take place at the beginning of the meeting.
