There was no public participation - in items on the agenda.

PARISH COUNCIL MEETING - 6.45 pm

Present: Trevor Moon, Steve Furse, Pete Jennings, Alex Beynon, Eric Burnill, Sheila Myers (Clerk)

1. Apologies for Absence

Betty Batt, Mary Gliddon, Pat May, Lawrence Langston.

2. Declaration of Interest of any Agenda items and approval of the minutes of the last meeting

No declarations of interest were recorded. The minutes were then approved and signed by TM. Proposed PJ, seconded SF.
2.1 Ashwater Sign
Carried forward to next meeting.
2.2 Dog Fouling Bins
Carried forward to next meeting.
2.3 Re-registration of Common Land
Carried forward to next meeting.
2.4 Swings on the Village Green
Carried forward to next meeting.
2.5 Ashwater Newsletter
SM missed the deadline as it was emailed to her before the copy date. All notes from last month will be placed in next month’s newsletter.
2.6 The Supply of Walks Leaflets
Has been exhausted and more copies will be printed and placed in the post office/shop.

3. Planning

3.1 Over Priestacott, Ashwater
Agricultural building for storage of machinery - approved, proposed SF, seconded EB.
3.2 East Down
Application for a pig breeding shed and amended retrospective application - approved, proposed PJ, seconded EB.
3.3 Higher Larkworthy
Slurry/dung store and Livestock building - granted.

4. Footpaths

EB said that he had no news to report.

5. Finance

5.1 Clerk’s Salary and Stationery
£390 salary and £7.20 stamps - proposed EB, seconded PJ.
5.2 Food for Annual Parish Meeting
Approved EB, seconded PJ.
There is £4,286.37 in the bank account.

6. Correspondence / Communications

6.1 Meetings Attended
Holsworthy Area Advisory Group - TM and EB attended the meeting where local wildlife was one of the topics discussed. A representative of Holsworthy Area Advisory Group spoke about the work of the group. It was agreed that their details should be mentioned in the Ashwater Newsletter.
6.2 DAPC Training Courses
New Clerks - CiLCA, Finance, Chairman’s Short Course Chairman’s Master Class
EB mentioned about a training bursary scheme for clerks, and SM said that she will follow up the information with DAPC.
6.3 Devon Playing Fields Association Conference and AGM
– 2 July 2009 - noted.
6.4 Road Closure for Drainage Works
Oak Cottage to Hunscott Beacon 12 - 13 August 2009 - to be put on notice board nearer the time.
6.5 National Parish Magazine Awards
Emailed to Ivan Buxton.
6.6 Westree Company
Surveys and reports on trees - initial costs £100 plus £4 per tree surveyed - to be kept on file.

The meeting was followed at 7.30pm by the ANNUAL PARISH MEETING

Trevor Moon opened the meeting and introduced the guest speakers.

John van de Laarshott - Chief Executive - Torridge District Council spoke on "Supporting Rural Comunities and Rural Engagement". He spoke about the local prospective and how TDC were working for the community. His presentation showed the big picture and results of various surveys done within TDC for residents as well as businesses. Printed results of the surveys were available for the community to have.

Beverley Harvey reported that the crime statistics for the last six months amounted to 6 crimes. She will be publishing contact numbers for the community police in the newsletter. The subject of speeding in and around the village was brought up and Beverley said that this is being monitored.

Barry Parsons briefly endorsed what John van de Laarshott and Beverley Harvey has spoken about.

Steve Furse thanked the speakers and everyone for attending.

The meeting closed at 9.30 p.m.
The next meeting will be on Wednesday 8 July 2009.
