Minutes of the Ashwater Parish Hall Committee Meeting Held on Wednesday 7 March 2007

Minutes of Previous Meeting

The minutes of the previous meeting were proposed as a true record, by M Timney, seconded by T Pugh and carried unamously.

Finance

Income

There was still one outstanding bill for the newspaper advetisement for ‘Black Voices’

Big Lottery Fund

The recent interview with the representative from the Big Lottery Fund appeared to have gone well. He said that a ‘strong, all-round bid’ had been submitted and the next stage was for him to argue Ashwater’s case at committee. There would be several other projects competing against Ashwater in the next round and the earliest a decision would be reached would be mid-May. There could be several results options:

  1. £20,000 would be awarded
  2. the project would go forward to part two, without any funding awarded
  3. if the project were unsuccessful, it could be resubmitted, but it might well be more difficult next time. If the bid was successfully passed to stage two, then site visits and personal interviews would take place.
It was proposed by G Spratt, seconded by T March and carried unamimously, that a vote of thanks be recorded to the Lottery Bid Sub-Committee.

S.106 Agreement

Terry Pugh had been trying to sort out problems with the site plan. The original plan was unsatisfactory because it did not show clearly the land belonging to the old Parish Hall. Christine March had been in contact with the Torridge 106 Officer and he indicated that all land should be outlined in red on the plan.
Terry Pugh advised that the information which Christine March had obtained from TDC and conveyed to the meeting was not strictly accurate as matters had moved on somewhat. He advised that he had spoken direct to Ashfords (TDC's solicitors) in an attempt to expedite matters and read out the email dated 5th March 2007 they had sent to him in response, setting out what they felt to be the point of contention regarding the land identified in the site plan.
Terry Pugh and Malcolm Timney would meet the next day to check the measurements of the site. It has taken nearly a year so far, to try to resolve this.

Hall visits

All the visits had been carried out and a summary would be available in a few days.

Finance

Treasurer’s report

Old Hall Current £309.78 Reserve £694.01
New Hall Current £2693.34 Reserve £1094.09

Bills had been paid for electricity and water. Donations had been received from :
Gardening Club: £100. Walk: £56. Dartmoor talk: £40.
It was noted that to break even on films, at least twenty eight people needed to attend.

Problem with Electrical Supply

The reported problem with heating had been checked out and it was found that money had been put in the wrong meter. A notice would be put up to make sure people knew which meters controlled particular appliances.

Village Hall Kitchen

A booklet had been received about traffic lighting and signposting - this is the new food labelling system. The kitchen was confirmed by TDC as suitable for serving pre-prepared food.

Fund Raising

The Ashwater church fete had been booked for 7 July, but the church was quite happy to join with the village hall committee, to hold a joint event. The date would be agreed between Ivan Buxton and Trevor May. More help was needed to organise events. It was hoped that all local organisations would co-operate with each other to avoid date clashes and also maximise fund raising initiatives.

Any Other Business

Peter Capron said that at the last meeting locking of the kitchen was essential. To do this, the stop-cock would need to be moved into the ladies’ toilet. After further discussion it was agreed to leave the kitchen open but put up NO SMOKING signs so that it was obvious to all that there was to be no smoking in the kitchen.
