Minutes of the Ashwater Parish Hall Meeting Held on Wednesday 7th May 2008

Present: L Langston, M Timney, P Capron, E Gliddon, M Gliddon, A Shadrick, H Thomas, T Moon, B Parsons, I Buxton, A Stacey, J Forward.

Minutes of the Meeting held on Wednesday 2nd April 2008
The minutes of the above meeting were proposed as a true record by L Langston and seconded by M Timney.

Matters Arising

The meeting with Torridge District Council was duly held. Despite contentions that funding for the new hall project was not available due to inter alia, budget restraints, they have agreed to make further contact with the Community Council of Devon. Meanwhile Counsellor D Shadrick is continuing to press our case.

M Timney also attended a meeting at Christow, but no new sources of funding appear to be available, however he was able to seek facilities for a quotation for insuring the existing hall, which will be compared with the existing insurer when the renewal notice is to hand.

S Eke confirmed her resignation from both the committee and PTFA. A new representative of the PTFA will be sought and invited to represent them accordingly.

All the above were proposed by M Gliddon, seconded by A Stacey and duly elected.
J Forward and A Stacey were co-opted as committee members.

Vice Chairman - this appointment will be discussed at the next committee meeting.

Treasurer ( New Hall) - this post is vacant and enquiries will be made concerning an appointment.

Accounts

P Capron confirmed receipt of a £200 donation for the New Hall. E Gliddon advised fees were outstanding from the Parish Council and Agricultural Committee for hall hire.

Correspondence

TDC have replied to the request for a refund of money paid in pursuit of the Section 106 Legal fees we maintain were wrongly charged and have declined to make a refund. B Parsons will take copies of the correspondence and make further representations to TDC. The meeting felt the matter could be referred to the Ombudsman if not satisfactorily resolved.

Devon Youth Organisation have available funding for a youth club, but only if strict criteria are met and at this stage the only member of the parish offering to consider setting up or reviving youth facilities feels unable to commit to the stringent requirements.

The Community Sustainability Programme have some funds available towards assisting such projects as energy efficient heat sources. J Forward confirmed he was tackling this from another angle having secured a quote from KENSA a company specialising in Ground Source Heat Pump Systems where up to 50% of the cost might be funded. He also confirmed he was exploring grant assistance from the Land Fill Tax Credit Scheme, hitherto we fell outside the catchment area but a new method of zoning is being investigated that might be beneficial.

Gift Aid - a nominated officer i.e the Treasurer, must be appointed to claim the appropriate amount(s) and matters are in place as and when we have sufficient donations to claim for.

Fund Raising

The event for 17th May is in hand and the bar license received. Two committee members were sought to assist I Buxton with the Fun Day preparations and attend a joint meeting with the Church committee - E Gliddon and T Moon agreed to help.

There being no other business the meeting closed at 8.50pm
